It is important to have a clear understanding of this page to ensure your success in Civil Protection.

Regulations
Failure to adhere to these rules will result in your Civil Protection whitelist being potentially being revoked/suspended.
If you are unsure about a rule, ask a staff member or a senior CP player.

1. Being able to see characters names/cid in Biopad does not give you the right to 'guess' someones identity.  Do not metagame CID or their name to assign them points.
2. Do not confiscate/steal items that are not classified as a contraband.
3. Confiscated contraband must be destroyed.
4. Do not leave any sort of item laying around in Command Points, or any other Overwatch area, including the armory.
5. Do not give away items to other characters. This also means you cannot have business transactions.
6. You are not allowed to use your medical supplies on citizens. Remember, you are not there to save Citizens, you are there to ensure the city remains socio-stable.
That being said, this not apply to detainees as you would not want them to abruptly die middle of their sentence.
7. Do not deviate from civic data entry format. We like to keep the data entries organized and it is there for a reason.
8. Designating individuals as BOL/ANTI-CITIZEN/DETAINED requires you to follow civic data entry format.
9. Your character description must consist of one or two full sentences at most, and must hint your anonymity.
10. Do not go AFK for longer than 10 minutes, and never AFK outside the Command Point. If you have something to do then flag off.
11. You are responsible for those you cycle. Ensure that they are processed when their time is up. Do not disconnect/char swap without letting other units know.
General Information
Civil Protection members obtain rank and armaments through sterilized credits. Sterilized credits are retrieved from their hourly rations, or given by unit in charge.
Fresh i5 units are limited to carrying stunsticks, these restriction will be lift as they progress through the ranks.
Certain items will not be available for lower INT ranks, these include 9mm firearms, Mp7, grenades and so forth.
Rule of the thumb is that if you are unable to purchase the said equipment through the Civil Protection terminal, than you should not use it, as you will risk removal from the faction.
Aside from the faction regulations, Civil Protection units are also required to follow the civil codes.
Keep in mind that you are expected to behave as a ruthless police officer rather than a friendly mall-cop.
Certain actions could result in you losing sterilized credits, your rank or even de-servicement.
Below are some of the most common mistakes that result in disciplinary action.
Note that this is not a full list, but a mere summary.
14 VERBAL INDISCRETION - Not following cohesive chatter protocols
Verbal indiscretion is given if you do not keep your radio communications short and concise.
You may also receive this violation if you do not make use of codes, terminologies and designations when communicating.
Example: Typing out "I am going off duty" as opposed to "Unit is 10-7" will earn you a 14.
Do not use terms such as "I, me, my". Refer to yourself as unit, officer, or your tagline.
Refer to city scanners as either AIRWATCH, disp, or dispatch.
Remember, typing out 10-76 is faster than typing "On my way" and so is 11-6 as opposed to saying "Shots fired"
99 RECKLESS OPERATION -  Failure to complete an important task correctly
Not pacifying a citizen when they are being brought in or out of Command Points.
Not following Residential Block Inspections/Raids Policy
Not being a part of PT before exiting Command Points.
Not using detainment block terminals when cycling prisoners.
If you are unable to purchase an equipment through terminals, then you are unauthorized to carry/use it.
Entering restricted blocks/infested zones without perms
Failure to follow breaching procedures
Improper use of
And the list goes on..
105 OBSTRUCTING PROTECTION
Misuse of /waypoint and /code3.
Incorrect usage of biopad, such as not correctly marking an individual as detained.
Requesting Overwatch armed response without a valid reason.
Relaying pointless/meaningles information over the radio.
Civic  Data Entry Format
Below are various examples of Civic Data Entry format. Ensure that you follow this format when making an entry on your biopad.
Whenever you are updating a citizens record, always ensure that you are following the format below.
Do not deviate from this format.
  Points | <VIOLATION>
-7      | 603 UNLAWFUL ENTRY
*If the suspect is BOL (Be on the lookout) (i.e. they ran away or fled the scene before they could be punished)
Follow the format below as this will ensure that next unit to find this individual will administer the pending verdict
POINTS | [BOL] <VIOLATION>
-7    | [BOL] 603 UNLAWFUL ENTRY
*Whenever a verdict has been administered and the citizen released from detainment, place an info entry
  0    | [VERDICT ADMINISTERED]
To kill or not to kill
'Killing' is defined as a Terminal Verdict. Terminal verdict is not referred to as "amputate".
It is important to memorize socio-stability levels, as having the right to carry a firearm does not mean you can deliver terminal verdict at will.
Certain socio-stability levels strictly forbid the use firearms and deadly force from being used against citizens.
Unless your life is in imminent danger, you should never resort to killing a citizen.
Keep in mind that getting punched by a single citizen is not a life threatening situation. You have a stunstick for a reason.
In fractured socio-stability, you are permitted to make use of your firearms if you feel they are necessary for your missions success.
Keep in mind that if you decide to go down the route of administering a terminal verdict, it will result in an NLR (new life rule) and not a character-kill.
During Judgement Waiver or Emergency Code: Void, citizens killed by any Overwatch forces will result in a permanent character kill.
Witness Sterilization
Witness sterilization is a form of tying loose ends by disposing of witnesses.
Unless stated otherwise by unit in charge or Dispatch, any witness to these events must be brought to the CP perimeter and sterilized.
Note that this merely results in NLR (new life rule), meaning their characters will forget all the details that led up to witness sterilization.
Attempting to run away from witness sterilization and succeeding results in a 422 CAPITAL MALCOMPLIANCE.
Additionally, mass witness sterlizations may take place under RE-ADMINISTRATION PROTOCOL as mentioned in socio-stability levels.
This means that either RL or dispatch will designate entire block(s) to be sterilized.
Witness sterilization can occur if the citizens:

Witness/overhear a vital information that could damage Combine's integrity
Witness the death of a Combine asset
Useful things
You can force citizens surrender with MP7 RMB function, assuming they are unarmed and fists down.
You can wake-up pacified citizens by shoving them with your stunstick.
/cpcommands - Displays important faction commands
/waypoint Deploys a waypoint at your cursors location. Additionally, you can provide a text.
/code3 Deploys a waypoint at your cursors location. Additionally, you can provide a text.
/search - Command for frisking tied up individuals
F2 - Displays an inner thought menu for quick access
F3 - Shortcut for tying up characters.
Rank Clarification
We employ the Intention(INT) rank system.
We consider every unit to be equal, and everyone is classified as a ground unit.
There is no calling people sir or any form of saluting, no matter their intention/rank.
Units are able to request a rank upgrades, assuming their quota is met.
Units that are i2 or higher are classified as a TAG (Tactical Aid Group) units.
TAG units are responsible for taking the role of breachers (see Breaching Policies).
They are also required to respond with their H&K whenever TAG units are called upon
Every unit performs same duties, but units such as Rank Leader (RL) are responsible for making judgement calls, initiating inspections, authorizing raids and
requesting socio-stability changes.
