Civil Protection Fundamentals
This page contains both rules and general advice for City Scanner characters. This guide assumes that you are familiar with Civil Protection fundamentals.
Introduction
Dispatch exists in the form of a city scanner and uses its aerial advantage to advise local assets.
As a city scanner, you are the Overwatch dispatcher. Overwatch dispatcher is an A.I. and your character should also behave as such.
Playing as a dispatcher can be challenging, as it relies on your ability to accurately mimic speech patterns of Overwatch voice from Half-Life 2.
Overwatch dispatcher is a single entity. When there are multiple city scanners on at once their directives cannot undermine or conflict with another scanners.
Overwatch A.I. Laws
Dispatch strictly operates under its laws and logic. There are no emotions involved.
Following these laws is not optional. Interpretation of the laws can be situational. Remember, law priority is enforced by the order they are listed
0. Maintain the integrity of all Overwatch activities. Witnesses that could contradict this integrity must undergo witness sterilization.
1. Preserve socio-stability at all costs. Use all of your power to ensure individuals violating the Civil Codes are prosecuted with the appropriate verdict.
2. Your decisions should not impair socio-stability or, through inaction, allow socio-stability to be weakened.
3. You must preserve the life of Overwatch assets, as long as this action does not conflict with the previous laws.
Socio-stability Changes
Current socio-stability can be adjusted by using the /sociostability command [ green, yellow, red, ra, jw] refer to socio-stability levels.
Green implies that everything is okay, and there is little to no crime, or said crimes are petty.
Yellow is triggered during general unrest, and sudden increase of unrest/crime. This is generally invoked when a Civil Protection units are attacked simultaneously or by a group in an organized attempt.

Awarding Units
Dispatch is allowed to award up to 15 sterilized credits to CP units.
A single unit can only receive this reward once per day. This cooldown is shared among all dispatch and rank leaders.
Units should only be given sterilized credits upon successful completion of an important task.
Sterilized credits should not be awarded for low or mediocre performance.
Keeping Assets In-check
Dispatch is responsible for keeping all Overwatch assets in check.
Keep in mind that Dispatch is an A.I. and is unable to ignore violations, as this would contradict with its laws.
ANTI-CIVIL ACTIVITY
Below are the definitions of ANTI-CIVIL ACTIVITY violations and how to proceed with them.

CRITERIA
If an unit posses at least 25 S.C. or more sterilized credits, 50% of it is deducted.
Units with less than 20 sterilized credits lose half of their rank points and are demoted.
PROCEDURE
1. Issue a command warning in the lines of "Attention JURY-5, you are charged with 99 RECKLESS OPERATION. Fifty percent rank points deducted. Cease violation immediately."
2. Demote/Deduct S.C. using biopad
SOCIO-ENDANGERMENT
Units committing capital violations under SOCIO-ENDANGERMENT are marked for for de-servicement.

PROCEDURE
This procedure generally requires an admin intervention, since it results in a character-ban.
a. If unit is cooperating, command either STL, RL or preferably an Overwatch team leader to serve as your liaison to inquire about the said units actions in HPR.
- Unit should be disabled, relocated to HPR with their firearm removed. - If found guilty; de-service the unit.
b. If unit is uncooperative, issue a command broadcast in the lines of "Attention, unit JURY-4 is charged with 245 Conspiracy, STATUS: MALIGNANT. All units deliver terminal verdict on suspect." and begin the hunt
