Civil Protection

This page contains rules and general advice for Civil Protection players.

Civil Protection can be a challenging faction to play. Thus it is important to have a clear understanding of the material provided below.

Regulations

Failing to follow these out-of-characters rules will result in your removal from Civil Protection with no chance of readmittance
If you are unsure about any of these rules, ask a staff member or a senior CP member.
  • 1. Do not metagame CID and names of characters whom you haven't seen.
  • 2. Do not confiscate/steal items that are not classified as contraband.
  • 3. Confiscated contraband must be destroyed.
  • 4. Do not leave any sort of item laying around in Command Points, or any other Overwatch area, including the armory.
  • 5. Do not give away items to other characters. This also means you cannot have business transactions.
  • 6. You are not allowed to use your medical supplies on citizens. Remember, you are not there to save Citizens, you are there to ensure the city remains socio-stable.
  • This rule does not apply to characters in stabilization jurisdiction. As they should not be allowed to abruptly die middle of their sentence.
  • 7. Do not deviate from civic data entry format. We like to keep data entries organized and clean.
  • 8. Your character description must consist of one or two full sentences at most, and must hint your anonymity.
  • 9. Do not go AFK for longer than 10 minutes, and never AFK outside the Command Point. If you have to AFK we ask that you flag off.
  • 10. You are responsible for those you cycle. Ensure that they are processed when their time is up. Do not disconnect/char swap without notifying other units.
  • 12. Flagging up solely to reap sterilized credits is not allowed. See rule 2.



Cohesive Chatter

Cohesive chatter is described as keeping your radio communications short and concise. All while making use of the appropriate terminologies and radio codes.

List of operational codes, ten codes, radio codes and general terminology can be found at terminology page.

Brand new units are given time to adapt to this system, so think twice before requesting a rank upgrade.

General Information

Civil Protection members obtain rank and armaments through sterilized credits. Sterilized credits are received from hourly anti-fatigue rations.

Certain items will not be available for lower ranks, these include firearms, grenades and so forth.

Rule of the thumb is that if you are unable to attain the said equipment through the Civil Protection kiosk then you should not use it.

Aside from the faction regulations, Civil Protection units are also required to follow the civil codes.

Keep in mind that you are expected to behave as a ruthless police officer rather than a friendly mall-cop.

committing transgressions as a Civil Protection unit will likely result in loss of sterilized credits, rank points, or de-servicement.


99 RECKLESS OPERATION
Issued for all forms of reckless behavior that ignore standard operating procedures
Failure to follow breaching procedures
Patrolling without a PT
Failing to obey residential block inspection/raid policies.
Entering restricted zones such as the storm system without requesting permission

105 OBSTRUCTING PROTECTION
Issued for violations that interfere with the protection duties
Failing to judge a minor offender by ignoring a minor violation
Failure to obey orders given by Dispatch or team leaders
Delivering terminal verdict when its not necessary
Failing to accurately follow Civic Data Entry Format
Failing to adjust a citizens status. I.e. not changing status back to normal when citizen is released from custody
Incorrect usage of biopad, such as issuing wrong verdicts or CVDs
Misuse of response codes
Requesting Overwatch armed response without a valid reason
Relaying pointless/meaningless information over the CP/TAC comms


14 VERBAL VIOLATION
Using inappropriate language in any form of communication
Not adhering to cohesive chatter policy over radio comms
Engaging in unprofessional/personal conversations other assets and/or civilians


94 WEAPONS
Equipping weapons that are unattainable at the units current rank



Conscripting Biotics

Biotics are required to obey your command. Employing them to good use can make your life as Civil Protection unit easier.

As long as there is a conscripted biotic nearby, considering employing them to good use. They may prove to be helpful when it comes to relocating bodies in and out of HPR, as well disposing of the deceased.

As they are enslaved, Conscripted Biotics are allowed inside the HPR as long as they are supervised.



Civic Data Entry Format

Below are various examples of Civic Data Entry format. Ensure that you follow this format when making an entry on your biopad.

Whenever you are making an entry to a citizens record, ensure that you follow the format below. Do not deviate from this format. Do not deviate from this format.

  • If the suspect is BOL (Be on the lookout) (i.e. they ran away or fled the scene before they could be punished)

This is commonly used when a citizen triggers an alarm and flees the scene.

This ensures that next CP to find this individual will administer the pending verdict.

Prosecution Codes

Prosecution Codes are a set of instructions that determine how the Overwatch assets operate.

There are three Prosecution Codes displayed at any given time and these codes adjust with the socio-stability level.


It is important to have a clear understanding of these codes as they drastically alter the sentencing process as well and the function of Civil Protection.

To kill or not to kill

'Killing' is defined as a Terminal Verdict. Terminal verdict is not referred to as "amputate".

It is important to memorize socio-stability levels, as having the right to carry a firearm does not mean you can deliver terminal verdict at will.

Certain socio-stability levels strictly forbid the use firearms and deadly force from being used against citizens.

Unless your life is in imminent danger, you should never resort to killing a citizen.

Keep in mind that getting punched by a single citizen is not a life threatening situation. You have a stunstick for a reason.

In fractured socio-stability, you are permitted to make use of your firearms if you feel they are necessary for your missions success.

Keep in mind that if you decide to go down the route of administering a terminal verdict, it will result in an NLR (new life rule) and not a character-kill for the Citizen.

During Judgement Waiver or Emergency Code: Void, citizens killed by any Overwatch forces will result in a permanent character kill.


Witness Sterilization

Witness sterilization is a form of tying loose ends by disposing of witnesses.

Unless stated otherwise by unit in charge or Dispatch, any witness to these events must be brought to the CP perimeter and sterilized.

Note that this merely results in NLR (new life rule), meaning their characters will forget all the details that lead up to them getting sterilized.

Attempting to run away from witness sterilization results in a 422 CAPITAL MALCOMPLIANCE.


Additionally, mass witness sterilizations may take place under RE-ADMINISTRATION PROTOCOL as mentioned in socio-stability levels.

This means that either RL or dispatch will designate entire block(s) to be sterilized.


Witness sterilization can occur if the citizens:

Overheard/witnessed vital information leak. Which could used to contradict the integrity of the Combine
Witnessed the death of a Combine asset


Important Keybinds & Commands

RMB + Stunstick - Shoves other characters away. Use this as a means to crowd control. Can also be used to wake up unconscious citizens.
RMB + MP7 - Force unarmed citizens to surrender
/cpcommands - Displays important faction commands
/waypoint Deploys a waypoint at your cursors location, can be named
/code2 Deploys a code 2 response beacon at mouse cursor
/code3 Deploys a code 3 response beacon at mouse cursor
/search - Command for frisking tied up individuals
F1 - Displays/Hides your biopad
F2 - Opens up the quick access menu
E - (While looking at a character) Brings up an intearaction. Can be used to quickly restrain and/or aggressive grab characters that are facing the wall.


Rank Clarification

We consider every unit to be equal, and all units are classified as ground units.

All ground units follow the directives of the Overwatch A.I.

While there aren't any command ranks in Civil Protection, certain units are designated as either rank or stabilization team leaders.

Rank Leaders (RL) act as the first-line supervisors of the assigned city sector. These units coordinate PT activities all while participating in general policing and they perform related work as required. Their tasks consist of providing supervision and direction for subordinate units, as well as observing and evaluating the socio-stability and issue directives based on their findings. In other words, these units perform the same tasks as any other Civil Protection asset but with added responsibilities.

We employ a rank point system. Units start off at RP 50 and works their way up to rank 10.

Units may request rank upgrades using their sterilized credits. Each rank upgrade grants in 5 rank points.
