Combine's unsparing urban police dedicated to preserving the sociostability within the suppressed population centers on Earth.
Civil Protection
This page contains rules and general advice for Civil Protection players.
Civil Protection can be a challenging faction to play. Thus it is important that you have a clear understanding of the material on this page.
Faction Etiquette
Failing to follow these OOC rules will result in your removal from Civil Protection with no chance of reinstatement
If you are unsure about any of these rules, ask a staff member.
- 1. Do not metagame CID and names of characters whom you haven't seen.
- 2. Do not confiscate or steal items that are not classified as contraband.
- 3. Confiscated contrabands must be logged into evidence.
- 4. Do not leave items laying around in Command Point, including the armory.
- 5. Do not give away items to other characters, including other units. This also means you cannot conduct business transactions.
- 6. You are not allowed to use your medical supplies on Citizens, unless they are being detained or interrogated. Remember, you are not there to save Citizens, you are there to ensure the city remains socio-stable.
- This rule does not apply to characters who are being relocated, serving their sentence, or required for interrogation, as they should not be allowed to abruptly die in middle of these situations.
- 7. Your character description must consist of one or two full sentences at most, and must hint your anonymity.
- 8. Do not go AFK for longer than 15 minutes, and never AFK outside the Command Point. If you have to AFK, we ask that you flag off.
- 9. You and your PT are responsible for those you cycle. Ensure that they are processed out when their time is up.
Cohesive Chatter
Cohesive Chatter description
Cohesive Chatter is a method of communication used by Overwatch and Civil Protection, that is highly structured, precise, and stripped of unnecessary emotion. Its purpose is to maintain order and reflect the authoritarian nature of the Civil Protection.
In short, Civil Protection is expected to keep their communications short, concise, and professional, while making use of the appropriate terminologies and radio codes.
Rule of Thumb
Avoid referring to specific individuals by their gender (he,she). Instead, use terms like "suspect," "subject," "anti-citizen," "citizen," and similar designations.
Additionally, avoid using personal pronouns like "I" to maintain a detached tone; use terms like "Unit" and speak in the third person where applicable.
Additionally, refrain from asking questions. Instead, make statements to extract information. Clearly state what you want, rather than asking for it.
Examples
Brand new units are provided with a period to adapt to this system, so it is advisable to carefully consider before requesting rank privileges.
List of operational codes, ten codes, radio codes and general terminologies can be found here.

Resource Protocols
The Combine operates on principles of maximal optimization. Civil Protection units are directed to focus on actionable intelligence and verifiable threats.
During preserved sociostability, frivolous allocation of Civil Protection resources undermines operational efficiency and is grounds for 105 OBSTRUCTING PROTECTION.
Units must provide valid justification for:
- Distribution Block entry and searches
- Extended presence in Residential Blocks
- Apartment breaching operations
Direct evidence of societal disruption or code violation is required for the above. Speculation, hunches, or routine sweeps without probable cause constitute unauthorized resource drain.
Official Documents
Documents signed or stamped by Proxy Authority or M.C.P. are binding mandates. Orders for inspections, arrests, searches, and similar directives must be acted upon and are to be considered valid unless explicitly stated otherwise. Failure to execute and take into consideration official documents constitutes 105 OBSTRUCTING PROTECTION and undermines bureaucratic efficiency.
General Information
Civil Protection members obtain rank and armaments through sterilized credits. Sterilized credits are received from hourly anti-fatigue rations.
Certain items will not be available for lower ranks, these include firearms, grenades and so forth.
Rule of the thumb is that if you are unable to attain the said equipment through the Civil Protection kiosk then you should not use it.
Aside from the faction regulations, Civil Protection units are also required to follow the civil codes.
Keep in mind that you are expected to behave as a ruthless police officer rather than a friendly mall-cop.
committing transgressions as a Civil Protection unit will likely result in loss of sterilized credits, rank points, or de-servicement.

Conscripting Vortigaunts
Enslaved Vortigaunts are required to obey commands given by Overwatch forces.
Considering employing these alien species to good use. They may prove to be helpful when it comes to relocating bodies, as well as disposing of the deceased.
As they are enslaved, Conscripted Biotics are allowed inside the HPR as long as they are supervised.
M.D.C.
Always ensure the correct charge is entered when updating a citizen's record. For accuracy, use the menu to autofill.
BOL
- If the suspect fled the scene before they could be punished, charge the individual and update their status as BOL or ANTI-CITIZEN depending on their CVD.
- Update their RECENT ACTIVITY field with the BOL suspects trangression (i.e. BOL for 63, 148). U
- Upon their capture, refer to their RECENT ACTIVITY and administer the pending punishment cycle them or relocate them).
Prosecution Codes
Prosecution Codes are set of instructions that determine how the Overwatch assets operate at any given moment.
There are three Prosecution Codes displayed at any given time and these codes adjust with the socio-stability level.
It is important to be familiarize yourself with these codes, as they alter sentencing process, as well and the function of Civil Protection.
A detailed description of these codes can be found here
To kill or not to kill
'Killing' is defined as a Terminal Verdict. Terminal verdict is not referred to as "amputate".
It is important to memorize socio-stability levels, as having the right to carry a firearm does not mean you can deliver terminal verdict at will.
Certain socio-stability levels forbids the general firearms, and deadly force from being used against citizens outside specific parameters.
Unless your life is in imminent danger, you should never resort to killing a citizen, unless told otherwise.
Keep in mind that getting punched by a single citizen is not a life threatening situation. You have a stunstick for a reason.
Based on the socio-stability and PT assignment, you are permitted to make use of your firearms if you feel they are necessary for your missions success.
Keep in mind that if you decide to go down the route of administering a terminal verdict, often times, it will not result in a character-kill for the Citizen.

Using Voice Commands
To use voice commands, simply add a semicolon. For example:
copy that; inbound
A list of available voice commands can be found in-game.
Memory Replacement
Civil Protection units will need to undergo a mandatory memory replacement to acquire promotions.
Memory replacement results in the brainwashing of an individual into a pawn with complete loyalty to the Combine. This unquestioning loyalty is achieved by erasing problematic elements from the individuals memory.
In order to keep the integrity of the Combine intact, your character will have to report any and all instances of improper or unlawful activities committed by other protection team members.
To wrap it up, your characters interests must properly align with that of the Combine, and their behavior should clearly reflect this.
Ranks
Protection Team Leaders or (PTL) is a temporary designation given to units are in-charge of their respective protection team. They are responsible for keeping their PT effective and cohesive. Additionally, PTL's are classified as the designated point of contact of their PT. They are responsible for communicating with other PTs and dispatch.
Rank Leaders (RL) act as the first-line supervisors of the assigned city sector. These units coordinate PT activities all while participating in general policing and they perform related work as required. Their tasks consist of providing supervision and direction for subordinate units, as well as observing and evaluating the socio-stability and issue directives based on their findings. In other words, these units perform the same tasks as any other Civil Protection asset but with added responsibilities.
We employ a rank point system. Units start off at RP 50 and work their way up to rank 10, and potentially RL.
Units may request rank upgrades using their sterilized credits. Each rank upgrade grants 5 rank points.
