Clarification

NEGOTIATIONS

Units are both permitted and encouraged to negotiate with suspects in custody or on scene pending arrest for vital information or details on accomplices.

Any sort of information that is useful to Civil Protection or leads to an arrest, allows you to be more lenient in their sentencing.

Prosecutor may decide the means which a suspect is punished by adjusting the severity of the containment cycles and civic deed reduction (Less time in containment, less CVD deducted.)

A sentence can only be lessened, never waived away, with no exceptions. See below:

DEDUCT : 15 - 20 PENALTY POINTS
CONTAIN : 4 - 8 CYCLES

This indicates you may assign anywhere from 15 to 20 penalty points AND contain the individual from anywhere from 4 to 8 cycles.

In the scenario you have three options:

1. Subject is cooperative and has provided you with information. You issue them the minimum sentence of 4 cycles and deduct -15 points. 
2. Subject was cooperative but was unable to provide any meaningful. You issue them 6 cycles and deduct -18 points.
3. Subject is uncooperative or providing you with false information. You are able to issue them maximum of 8 cycles and deduct -20 points.


PERMANENT RE-LOCATION

Permanent re-location disposes anti-citizens by relocating them to the fortress prison of Nova Prospekt.

This can be achieved by tying up citizens and loading them into the prisoner transport truck.

Note that this results in a permanent-kill.


Terminal Verdict

Terminal verdict is the highest form of punishment available to citizens.

Important note: This does not result in a character kill outside judgement waiver.

If an individual meets the criteria for receiving PERMANENT-RELOCATION then terminal verdict may be administered if ANY of the following conditions are met:

  -Subject is armed and dangerous, and units are unable to capture the target without risking their life
  -Subject is in a restricted zone or about to flee into one.
  -Ordered by Dispatch or RL
  -Fractured (RED) socio-stability
  -Re-administration protocol
  -Judgement waiver/Void

Example: A citizen resisting arrest qualifies them for PERMANENT-RELOCATION, attempting to flee into a 603 zone qualifies them for terminal prosecution


Civil Codes & Verdicts

One cycle equals one hour in-game time.

Malcompliance citation is the act of pacifying unruly citizens to remind them of the civil codes.

Penalty points are negative CVD entries on biopad (i.e -10) Never charge a citizen based on another citizens word. You need sufficient proof. A citizen blaming their injuries on another character is not sufficient.

If a citizen is bleeding or near death during containment, apply a stimdose to ensure they stay alive for the duration of their cycle.

Do not cycle Biotics as are always charged under SOCIO-ENDANGERMENT LEVEL FIVE.


When charging a citizen, state any of the following (Falls under cohesive chatter rule) :

Example: Citizen, you are charged with city violation code 15: movement transgression. Prepare to receive civil judgement.

Example: Anti-citizen, you are charged with city violation code 243: assault on protection team. Your sentence is permanent-relocation.


ANTI-CIVIL ACTIVITY LEVEL ONE

14 VERBAL VIOLATION Any form of verbal communication in an uncivilized way that exceeds a normal talking voice, such as yelling, shouting and inappropriate language.
15 DISORDERLY CONDUCT Any form of movement that exceeds general walking.
17 NON-COHESIVE DETACHMENT Loitering or standing in an area considered suspicious. This includes standing next to forcefields, cameras and area power controllers.
19 CIVIL INTRUSION Invading the personal space of another in a disruptive manner.
21 NON-SANCTIONED DISPOSAL Improperly disposing of one's possessions, be them waste or otherwise, in a location other than a sanctioned disposal bin.
25 NON-SANCTIONED DISTRIBUTION Trading/sale of goods outside distribution blocks.
27 ATTEMPTED CRIME Attempting to commit a non-terminal verdict and failing.
99 RECKLESS OPERATION Failure to complete an important task correctly.
415 CIVIC DISUNITY Actively behaving in a manner that undermines social harmony by performing non-aggravated gestures of violence such as making rude gestures, body blocking, pushing or shoving.

63S ILLEGAL IN OPERATION Engaging in anti-civil activity as an accomplice to another. Includes providing aid or assistance to anti-citizens in any manner.
69 POSSESSION OF RESOURCES Illegal carrying of a level 2 contraband.
98 IDENTITY THEFT Concealing your identity by any means, or possessing the ID card of another.
105 OBSTRUCTING PROTECTION Performing an action that has wasted the time of or impeded the operations of Overwatch forces.
408 CRIMINAL DAMAGE Actively attempting to or succeeding in destroying/sabotaging a part of the urban infrastructure.
507 PUBLIC NON-COMPLIANCE Disobeying a direct order from any Overwatch assets.
603 UNLAWFUL ENTRY Violating the curfew or trespassing into an area under the possession of another citizen.


SOCIO-ENDANGERMENT LEVEL ONE

Verdict Code Description
63 CRIMINAL TRESPASS Trespassing into an area restricted to Overwatch forces, such as checkpoints and HPR.
95 ILLEGAL CARRYING LEVEL ONE Illegal carrying of a level 1 contraband.
148 RESISTING ARREST Showing any form of resistance while being arrested, including running away.
182 INACTION Failure to immediately report any observed crimes at anti-civil activity level five or greater.
343 AGGRAVATED ASSAULT Attempting or succeeding in causing serious bodily harm to another Citizen with disregard for their life. Includes robberies and kidnapping.
404 RIOT Participation in a riot or protest by large groups of citizens.


SOCIO-ENDANGERMENT LEVEL FIVE

Permanent-Relocation OR Terminal Verdict if applicable
422 CAPITAL MALCOMPLIANCE Actively operating against Overwatch forces in a way that could result in severe civil unrest.
78C ANTI-CITIZEN STATUS Current CVD is -30 or less.
51B THREAT TO PROPERTY Actively engaging in destructive behavior towards technology or resources, including scanners and other Combine resources.
94 WEAPON Being in possession of any form of a firearm
243 ASSAULT ON PROTECTION TEAM Any form of attack or physical aggression towards Overwatch forces.
245 CONSPIRACY Actively conspiring against the Union in any manner or actively speaking out against/contradicting the regime.
505 EVASION BEHAVIOR Succeeding in evading or fleeing from Overwatch forces in an attempt to escape prosecution or witness sterilization



Status Definitions

Watchlist
Individual is on a watchlist due to their erratic or suspicious behavior. 
BOL
Be on the lookout 
Individual is wanted by the Overwatch forces, and they will be marked by cameras when found.
i.e. triggering an alarm and running away generally results in this.
CONTAINED
Mark an individual as contained in stabilization jurisdiction.
ANTI-CITIZEN
Mark an individual as a societal threat.
Cameras will alert the local CPs and mark their location.


Socio-stability Levels

GREEN (Stable)
Use of deadly force is not authorized.
Use of any form of non-lethal grenade is authorized.
Firearms should be unequipped, unless your life is in imminent danger.
 EXCEPTION: Firearms should always be equipped when responding to CODE 3.
YELLOW (Marginal)
Use of deadly force is not authorized.
Use of any form of non-lethal grenade is authorized.
Firearms should be unequipped, unless your life is in imminent danger.
 EXCEPTION: Firearms should always be equipped when responding to an ALARM or CODE 3.

RED (Fractured)
Use of deadly force is authorized if the situation demands it.
Firearms may be equipped and at a ready state.
Usage of any form of grenade is authorized.

JUDGEMENT WAIVER / EMERGENCY CODE: VOID

Use of deadly force is authorized if the situation demands it.
Firearms may be equipped and at a ready state.
Usage of any form of grenade is authorized.
Any violation can be met with capital prosecution. (Any violation can result in either permanent-relocation or terminal verdict at officers discretion)

Residential Block Inspection/Raid Policy

Units are allowed to enter residential blocks, but are disallowed from entering personal apartments for safety reasons. If a unit feels the need to search an individuals apartment, they may:

Request authorization from the unit in charge or dispatch
Request available Overwatch units to breach/sweep the area.

Note that during inspections and apartment sweeps, use of deadly force is always authorized and you may have your firearm equipped at all times.


City Operations

Curfew

Curfew runs between 11 PM to 6 AM
Citizens must relocate to their residential blocks by no later than 11:30 PM
Violating the curfew without a valid reason results in 603 UNLAWFUL ENTRY.


General Public Service Detail (T94-322)

General public service detail is the new term for what was previously known as workshift/workcycle.

Citizens voluntarily conscript themselves to work at factories in order to earn a form of income and contribute to their block.

General public service detail operates between 9 AM and 3 PM.
No further volunteers are accepted past 10 AM.
Volunteers are not allowed to abandon the detail until it has concluded.
All loaned equipment and gasmasks must be returned. 
Citizens found with Gasmasks and other public service detail equipment prosecuted under 48 THEFT

General public service can only commence if all of the following criteria are met
More than 3 conscripts partaking 
At least three Civil Protection units overseeing T94-322


Rations

Rations are distributed between 7 AM to 8 AM.
Rations are a privilege, not a right. 
This privileged is revoked the moment an individual acts disorderly (i.e. yelling, jumping, complaining).


Civic Deeds

Civic Deeds are documented deeds that are issued for contributing to the society.

Citizens may be given a single CVD for the following reasons
