Civil Codes & Verdicts

One cycle equals one hour IC time.
We do not employ the amputation system, instead Citizens must be permanently-relocated to Nova Prospekt through prisoner transport truck
Do not charge a citizen based on another citizens word. You need sufficient proof. A citizen blaming their injuries on another character is not sufficient. 
If a citizen is bleeding or near death during detainment, apply a bio gel to ensure they stay alive for the duration of their cycle.
Biotics are always charged under SOCIO-ENDANGERMENT LEVEL ONE, rather than getting cycled.


When charging a citizen, state the following (Falls under cohesive chatter rule) :

YOU ARE CHARGED WITH  | VIOLATION CODE XX | VIOLATION NAME | VERDICT
Example: Citizen, you are charged with city violation code 15: movement transgression. Your verdict is re-education.
Example: Suspect, you are charged with violation code 603: unlawful entry. Your sentence is five cycles.
Example: Anti-citizen, you are charged with city violation code 243: assault on protection team. Your sentence is amputation.

ANTI-CIVIL ACTIVITY LEVEL ONE

PROSECUTION CODE:

14 VERBAL INDISCRETION | Any form of verbal communication in any uncivilized way that exceeds a normal talking voice, such as yelling, shouting, excessive inappropriate language and screaming unless it is for assistance. Includes speaking in a language other than English. 
15 MOVEMENT TRANSGRESSION | Any form of movement that exceeds general walking. This includes jumping, crouching, and running excessively.
17 NON-COHESIVE DETACHMENT | Loitering or standing in an area considered suspicious. This includes standing next to forcefields and triggering the alarm.
19 CIVIL INTRUSION | Invading the personal space of another; remaining within a disruptive proximity to another. 
21 NON-SANCTIONED DISPOSAL | Improperly disposing of one's possessions, be them waste or otherwise, in a location other than a sanctioned disposal bin.

ANTI-CIVIL ACTIVITY LEVEL FIVE

PROSECUTION CODE:

27 ATTEMPTED CRIME | Attempting to commit a non-terminal verdict and failing. 
30 IMPROPER FUNCTION | Being intoxicated in public location, or by means of non-sanctioned beverages. 
35 NON-SANCTIONED GAMBLING | Partaking in the act of unauthorized gambling of tokens or goods without sanction from the Civil Authority. 
95G POSSESSION OF LEVEL GREEN CONTRABAND | Being in possession of a non-sanctioned level GREEN item.

SOCIO-ENDANGERMENT LEVEL FIVE

17F FUGITIVE DETACHMENT | Intentionally trying to hide from Overwatch forces. 
28 FELONY INCITE | Having a rebellious attitude or being willing to question authority. 
48 THEFT | Stealing items owned by another person or organization. 
62 ALARMS | Intentionally alerting a protection team with an invalid reason or activating any alarm for no reason. 
99 RECKLESS OPERATION | Failure to complete an important task correctly. 
408 CRIMINAL DAMAGE | Actively attempting to or succeeding in destroying or damaging part of the urban infrastructure. 
415 CIVIC DISUNITY | An individual behaves in such a manner that dissuades inter-citizen social harmony by performing non-aggravated gestures of violence such as slapping, pushing or shoving.
105 OBSTRUCTING PROTECTION | Performing an action that has wasted the time of or impeded the operations of Overwatch forces. 
187 FAILURE TO IDENTIFY | Attempting to conceal one’s identity & civil status from facial recognition. 
507 PUBLIC NON-COMPLIANCE | Disobeying a direct order from any Overwatch personnel. 
603 UNLAWFUL ENTRY | Trespassing into a restricted area under the possession of another citizen or violating the curfew.
95Y  POSSESSION OF LEVEL YELLOW CONTRABAND | Being in possession of a non-sactioned level YELLOW item.

SOCIO-ENDANGERMENT LEVEL TWO

PROSECUTION CODE:

51 NON-SANCTIONED ARSON | Any unauthorized ignition of a fire. 
63 CRIMINAL TRESPASS | Trespassing into an area restricted to Overwatch forces, such as checkpoints and HPR.
63S ILLEGAL IN OPERATION | Engaging in anti-civil activity as an accomplice to another. Includes providing aid or assistance to anti-citizens in any manner. 
69 POSSESSION OF RESOURCES | Being in possession of Union technology or otherwise hazardous objects. 
98 IDENTITY THEFT | Concealing your identity by any means, or possessing the ID card of another. 
148 RESISTING ARREST | Any form of resistance against Overwatch forces whatsoever. 
182 INACTION | Failure to immediately report any observed crimes at anti-civil activity level five or greater. 
183 CONSPIRACY | Actively conspiring against the Union in any manner or actively speaking out against/contradicting the regime. 
415B CIVIC INCURSION | An individual has perpetrated an act of aggravated assault with the explicit intent to attack, including robberies and kidnappings.
422 CAPITAL MALCOMPLIANCE | Actively operating against Overwatch forces in a way that could result in severe civil unrest. 
95R POSSESSION OF LEVEL RED CONTRABAND | Being in possession of a non-sactioned level RED item.

SOCIO-ENDANGERMENT LEVEL ONE

78C ANTI-CITIZEN STATUS | Has accumulated -30 penalty points. 
51B THREAT TO PROPERTY | Actively engaging in destructive behavior towards technology or resources, including scanners and other Combine resources. 
94 WEAPON | Being in possession of any form of a firearm that could be used to kill or seriously injure another. 
243 ASSAULT ON PROTECTION TEAM | Any form of attack on or physical aggression toward Overwatch forces. 
404 RIOT | Participation in a riot or protest by large groups of citizens. 
505 EVASION BEHAVIOR | Attempting to evade Overwatch forces in an attempt to escape prosecution

Status Definitions

BOL
Mark an individual as BOL to locate them. (i.e. triggering an alarm and running away or tipped off by another Citizen about a crime.)
Individual is marked for BOL. 
Cameras will alert the local CP and mark their location.
Turrets will ignore this individual.
DETAINED
Mark an individual as detained. Make sure to change their status once they are released.
Individual is considered to be DETAINED inside the Nexus.
Cameras will not alert local protection units.
Turrets will use lethal force.
ANTI-CITIZEN
Individual is classified as an ANTI-CITIZEN.
Cameras will alert the local CP and mark their location.
Turrets will use lethal force.



Rank Points/Sterilized Credits

Rank Points/Sterilized Credits (S.C.) are a form of reward given to Civil Protection units during their duties.
These points can be spent on specialized equipment such as sentries and viscerators, memory replacement and on upgrading ones Intention ranking to receive different weapons for each rank.

Units can receive these points by actively retrieving their daily rationing from the ration terminal in the barracks and given as a reward by the Dispatch.
Rank points may be deducted by both Dispatch and Rank Leaders for not adhering to the policies or for making grave mistakes.

If a Civil Protection unit dies, their rank points will reset back to 0.
If a Civil Protection character requests a rank upgrade, their rank points will reset back to 0.



Socio-stability Levels

GREEN (Stable)
Lethal firearms should be unequipped, unless an unit is in a life threatening situation.
YELLOW (Marginal)
Weapons may be equipped, but remain on your belt while unused. They may be used if the officers feels the situation is threatening.
RED (Fractured)
Weapons should be equipped and at a ready state. They may be used at officers discretion.

JUDGEMENT WAIVER

Weapons should be equipped and at a ready state. They may be used at officers discretion.
Any violation can be met with capital prosecution. (Any violation can result in permanent-relocation at officers discretion)
Citizens outside are charged with 603

Residential Block Inspections/Raids Policy

DO NOT ENTER/BREACH/SEARCH RB apartment rooms outside inspections. Though You may still enter RB buildings. 
However, if you have to, you may request dispatch or designated HEADCOP authorization.

If available, TAPT (10-78) will be assigned for the task. 
If not, 1 TAG unit(leading) + 2 additional PT members are required.
Failure to follow this will result in [-10 to -15 sterilized credits] or de-servicement.



Witness Sterilization

Witness sterilization can occur if the citizens are around for the the following events:

Vital information is leaked/compromised
Death of a Union member
Assault, mugging or any physical crime committed on a Union member where the suspect has managed to flee

Unless stated otherwise by RL or Dispatch, any witness to these events must be brought to the HPR and sterilized (This counts as a NLR, not PK)




City Operations

Curfew

Curfew runs between 11 PM to 6 AM
Citizens must be inside their residential block by no later than 11:30 PM or be charged with 603
Citizens without a valid reason are charged with 603 UNLAWFUL ENTRY.

Factories

Factories operate between 9 AM and 3 PM.
Citizens will not be allowed entry into factories after 10 AM.
Citizens are not allowed to leave the workshift until it has concluded.
All gasmasks must be returned. Citizens that are found with Gasmask outside the factory must be prosecuted under 48 THEFT
Factories must remain closed if less than three Citizens arrive before 10 AM.

Rations

Rations are distributed between 7 AM to 8 AM, it may be extended if there are too many citizens.




Civic Deeds

Civic Deeds are documented deeds that are issued for contributing to the society. Amount of positive points you receive depends on the contribution and its significance. F.A.Q.:

Citizens voluntarily cleaning trash off the streets does not qualify as a community service, keeping the City clean is expected of citizens.

Picking up a contraband to turn it in counts as possession.Citizens should be punished for thss and not given any CVDs.

Community services must be observed by a PT.

Reporting Green level contraband.​

Working in conjunction with Civil Protection.
