PERMANENT RE-LOCATION

Permanent re-location is a means to dispose of anti-citizens by relocating them to the fortress prison of Nova Prospekt or an undisclosed off-world location.

Note that this is a one way trip and the character in question will be permanently relocated, effectively removing them from the game world for good.

Members of the Civil Service or Ministry are required to appear before the Proxy Authority, prior to being relocated. If this course of action is unavailable, the subject must remain contained until a hearing can be scheduled.


Terminal Verdict

Terminal verdict is the highest form of punishment available to citizens.

Important note: This does not always result in a character kill outside Judgement Waiver.

If an individual meets the criteria for receiving PERMANENT-RELOCATION then terminal verdict may be administered if ANY of the following conditions are met:

  -Subject is armed and dangerous, and units are unable to capture the target without risking their life
  -Subject is in a restricted zone or is about to flee into one
  -Fractured (RED) socio-stability
  -Discretionary prosecution (Judgement Waiver)

Clarification: A citizen resisting arrest qualifies them for PERMANENT-RELOCATION, attempting to flee into a 603 zone qualifies them for terminal prosecution


Civil Codes & Verdicts

One cycle equals one hour in-game time.

Malcompliance citation is the act of pacifying unruly citizens to remind them of the civil codes.

Penalty points are negative CVD entries on MDC (i.e -10)

Never charge a citizen based on another citizens word. You need sufficient proof, and will need to conduct an investigation. A citizen blaming their injuries on another character is not sufficient.

You are protecting the civilized society, not its citizens.

If a citizen is bleeding or near death during containment, apply a stimdose to ensure they stay alive for the duration of their cycle/questioning

Vortigaunts will always be given MALCOMPLIANCE CITATION for anti-civil activity level one. Do not cycle Vortigaunt's as are always permanently relocated upon committing a crime including and above ANTI-CIVIL ACTIVITY LEVEL FIVE.


When charging a citizen, state any of the following (Falls under cohesive chatter requirement) :

ANTI-CIVIL ACTIVITY LEVEL ONE

14 VERBAL VIOLATION Any form of verbal communication/socialization while outdoors with other citizens or speaking in an uncivilized way that exceeds a normal talking voice, such as yelling, shouting and inappropriate language while in-doors.
15 DISORDERLY CONDUCT Any form of movement that exceeds general walking.
17 NON-COHESIVE DETACHMENT Loitering or standing in an area considered suspicious. This includes standing next to forcefields, cameras and/or area power controllers.
19 CIVIL INTRUSION Invading the personal space of another in a disruptive manner.
21 NON-SANCTIONED DISPOSAL Improperly disposing of one's possessions, be them waste or otherwise, in a location other than a sanctioned disposal bin.
25 NON-SANCTIONED DISTRIBUTION Unauthorized trading or sale of goods outside designated distribution zones, or without a valid permit as determined exclusively by Civil Services observation
27 ATTEMPTED CRIME Attempting to commit an anti-civil activity and failing.
99 RECKLESS OPERATION Failure to complete a task correctly and endangering others by doing so.
415 CIVIC DISUNITY Actively behaving in a manner that undermines social harmony by performing non-aggravated gestures of violence such as making rude gestures, body blocking, pushing or shoving.

63S ILLEGAL IN OPERATION Engaging in anti-civil activity as an accomplice to another. Includes providing aid or assistance to anti-citizens in any manner.
62 ALARMS Pulling emergency alarms for non-emergency/minor/invalid reasons, or continuously triggering proximity alarms (i.e. forcefields) by idling next to them
69 POSSESSION OF RESOURCES Illegal carrying of a level 2 contraband.

PT Assignments

Protection Team assignments will be automatically assigned to active PTs throughout the day. These tasks are affected by the socio-stability. PTs are required to fulfill their given assignment, as they are compulsory.

PTs without an active assignment will be assigned discretionary duty. It is up to the PTL to exercise judgement and focus on an appropriate task. This includes patrolling, interlocking with other PTs, conducting investigations, and performing off-hours customs detail. That being said, discretionary duty is incompatible with public service detail and ration distribution.


Status Definitions

C.I.
Individual has been classified as a Confidential Informant by the Ministry. Maintain strict confidentiality.
D.N.I.
This individual has been designated as Do Not Interfere. This status provides additional protection; do not arrest.
Watchlist
Individual is on a watchlist due to their erratic or suspicious behavior. 
BOL
Be on the lookout 
Individual is sought out by the Combine.
CONTAINED
Individual is contained within the stabilization jurisdiction.
ANTI-CITIZEN
This individual is deemed a threat and deviant.


Socio-stability and Prosecution Codes

Socio-stability is used to accurately represent the probability of socio-destabilization.

Prosecution codes will change based on the sociostability level.

Socio-stability levels directly impact the active prosecution codes, which in return will alter the sentencing.

Ensure you understand the prosecution codes defined at the terminology section before sentencing individuals.

There are six socio-stability alert levels.

PRESERVED

Sociostability is preserved and is not in imminent danger.
Firearms must be unequipped, unless an assets life is in imminent danger.
Firearms must be equipped for prisoner escorts and for breaching.

MARGINAL

Sociostability is considered tolerable, but not optimal. 
Assets should be actively working to prevent the sociocide
Public service detail is suspended to allocate more patrols.
Firearms may be equipped.

FRACTURED

Socio-stability has been compromised and requires immediate response.
Public service detail, customs and ration distribution is suspended.
Mandatory curfew is put in place.
Firearms must be equipped.

Judgement Waiver

Probability has been deemed inevitable and sentencing is made discretionary. 
Public service detail, customs and ration distribution is suspended.
Mandatory curfew is put in place.
All violators are charged with 245 CONSPIRACY.

RE-ADMINISTRATION

Civil body has either witnessed or has been exposed an event that undermines the integrity of the Combine.
Block-wide sterilizations are put into place and potential witnesses are sterilized.

COMMUNITY INSPECTION

Residential blocks and its occupants will be thoroughly probed.
Mandatory curfew is put in place.
Individuals found outside their designated inspection positions are procecuted under Civil Code section 505 for evasion.
Firearms must be equipped.


Residential / Distribution Block Inspection/Raid Policy

PT's are allowed to enter Residential Blocks, but are disallowed from entering personal apartments for safety reasons. Pt's are disallowed from patrolling Distribution Blocks

If a unit has a probable cause to search either an apartment or a distribution block, they may either:

a) Abide by the breaching guidelines and make an entry
b) Request code 0 for available Overwatch units to breach and sweep the area.

Note that during inspections and apartment sweeps, use of deadly force is always authorized and you should have your firearm equipped at all times.


City Operations

Curfew

Curfew runs between 11:00 PM to 6:00 AM
Citizens must return to their housing blocks prior to 11:30 PM
Violating the curfew without a valid reason or authorization results in 603 UNLAWFUL ENTRY.
Conscripted Biotics do not need to abide by the curfew.


Workforce Intake Screening

All Citizens must undergo a screening prior to entering the city.

If the citizen is not registered, they are classified as a non-citizen. All non-citizens must undergo a mandatory screening. Non-citizens are always relocated upon committing a transgression, or if found outside workforce intake.

If the citizen is already registered, they may proceed into the city. The officer in-charge of screening may question and search this individual at their own discretion.

This process consists of cross-examining individuals before admitting them into the city perimeter.

The given answers must match the information that is being displayed on the customs terminal. There are no do overs. Failing any of these questions results in an immediate 505 EVASION BEHAVIOR charge and the individual is permanently-relocated.


Post Admittance

For those who have successfully passed the workforce screening, enter '/statelaws' (or select it from the F2 menu) to display and read aloud the mandatory legal monologue.


General Public Service Detail (T94-322)

Citizens voluntarily conscript themselves in order to earn Civic Deeds and contribute to towards their block work quota.

Public Service detail is overseen by the members of Civil Services, however, Civil Protection presence is required to maintain order.

At least two Civil Protection units are required to oversee it.
General public service detail operates between 9 AM and 3 PM.
No further volunteers are accepted past 10 AM.
Workers are not allowed to abandon the work detail until it has concluded.
Citizens found smuggling loaned equipment are prosecuted under 48 THEFT.

General public service will only begin if the Civil Services decide to proceed and there are at least two Civil Protection units in place.


Ration Distribution

Rations are distributed between 7 AM to 8 AM.
Rations are a privilege, not a right. 
Rations are only available during preserved sociostability.
This privilege is revoked the moment the individual engages in disorderly conduct, including talking.


Civic Deeds

Civic Deeds are documented deeds that are issued for contributing to the society.

Citizens may be given a single CVD for the following reasons

Aiding in the capture of a civil code violator.
Reporting contraband.​  (If a citizen has picked up contraband with the intent to turn it in, they must be charged with possession, no matter the intention)
Working in conjunction with Overwatch forces
