Jurisdiction Definitions

Stabilization Jurisdiction

 This jurisdiction covers all areas within city limits, including residential neighborhoods, urban centers, and general public spaces. It is focused on maintaining stability, order, and public safety. Both Civil Protection and Overwatch operate in these areas, ensuring the security and smooth functioning of daily life.

External Jurisdiction

 This jurisdiction pertains to high-priority regions, such as the Citadel, where Civil Protection does not have authority. Overwatch and Proxy Authority holds exclusive jurisdiction in these areas, responsible for all enforcement and operational control.



Council of the Proxy Authority (CPA)

The Council of the Proxy Authority is the governing body of the urban centers, overseeing all operations and decisions that impact the city's infrastructure, laws, and general well-being. Members of the Council are exempt from virtually all legal constraints and hold immunity for their actions.

Exemptions

Members of the Council of the Proxy Authority are granted the following exemptions:

  • Exempt from virtually all Civil Code constraints.
  • Immunity for actions performed in the course of their official duties.
  • Full-access to all areas.

Compliance

Civil Protection and Overwatch forces are required to refrain from interfering with the actions of the Council of the Proxy Authority. Their role is to govern, and any interference with their duties is prohibited.


Civil Services (CS)

The jurisdiction of Civil Services extends to areas such as sewers, factories, Civil Services offices, and utility zones. These areas are designated for inspection, maintenance, and operational duties necessary to ensure public infrastructure functions effectively.

Exemptions

Civil Services personnel are granted specific exemptions, including:

  • Access to sewers, utility areas, storm systems, and factories for work-related duties (Must provide proper paperwork either prior to or after inspections)
  • May not be relocated without approval from the Council of the Proxy Authority, CCA, or MCP.
  • Exempt from regular harassment, otherwise referred to as loyalty checks, by Civil Protection.

Compliance

To maintain accountability, Civil Services personnel may be subject to searches when exiting work areas to ensure no contraband or unauthorized materials are carried.


CMBN Civil Authority (CCA)

The CMBN Civil Authority is a ministerial body responsible for maintaining cohesion within the city, gathering intelligence on dissidents, and overseeing the overall order of the city on behalf of the Council of the Proxy Authority.

Exemptions

CMBN Civil Authority personnel are granted specific exemptions, including:

  • Access to Local Civil Services offices.
  • Limited access to Command Point under supervision.
  • Access to lower External Jurisdiction areas within the Citadel.
  • Exemption from non-serious civil code prosecution, as long as the action is related to a documented case or an assignment with a paper trail.
  • May not be relocated without approval from the Council of the Proxy Authority or MCP.
  • Exempt from regular harassment, otherwise referred to as loyalty checks, by Civil Protection.

Compliance

CCA personnel are designated individuals who, while considered citizens, must not be obstructed or interfered with during the execution of their assignments. This privilege grants them certain flexibilities in adhering to regulations, such as trespassing, loitering, and inaction, provided they can present the necessary paperwork when required.

The burden of proof lies with the CCA personnel to demonstrate that their actions are directly related to their work responsibilities.


Often in plain clothes, CCA personnel may not want to draw attention to themselves. Overwatch forces and others should avoid revealing their role. If necessary, the subject may be moved to Command Point and released to protect their identity or for further processing.
